(2) THE COMMISSION MAI ASSESS AN INSURER $150,
PAYABLE TO THE FUND, IF THE INSURER FAILED TO COMPLY WITH

REQUIREMENTS CONCERNING CERTIFICATION OF INSURANCE WITH THE
COMMISSION AND IT FINDS THAT THE FUND HAS REQUIRED TO
INVESTIGATE OR TO ATTEND A HEARING TO ASCERTAIN THE
EXISTENCE OF INSURANCE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article - Transportation

21-509.

(a)    Except as provided in subsection (c) of this
section, a pedestrian may not walk along or on a controlled
access highway or a ramp or access road leading to or from a
controlled access highway.

(b)    Except as provided in subsection (c) of      this
section, a person may not leave any vehicle that is   on a
controlled access highway or on a ramp or access     road
leading to or from a controlled access highway.
