descriptions of inmates, the warden or other person in
charge of any of said institutions, may adopt the Bertillon
method of measurement and registration or such other method
as may minutely describe inmates.] THE DIVISION OF

CORRECTION MAY PHOTOGRAPH,--FINGERPRINT PHOTOGRAPH AND

FINGERPRINT THE INMATE, AND RECORD THE DESCRIPTION OF
PERSONAL BACKGROUND DATA FOR THE PURPOSE OF IDENTIFYING
INMATES.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

AN ACT concerning

Vehicle Laws — Temporary Registrations

FOR the purpose of authorizing the Administration to issue
temporary registration plates to certain vehicles
pending action by the Administration on the
registration application; providing for a fee to be
charged for issuance of a temporary registration plate;
limiting the period of time for which temporary
registration may be issued; and deleting certain
superfluous and unnecessary language.

BY repealing and reenacting, with amendments,

Article — Transportation
Section 13-401 and 13-405
Annotated Code of Maryland
(1977 Volume and 1977 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article — Transportation

13-401.

[(a)] As to any vehicle required to be registered under
this title, a person may not drive the vehicle on any
highway in this State and the owner of the vehicle may not
knowingly permit it to be driven on any highway in this
