and of any right, interest, franchise, easement or privilege
therein, as may be necessary for any or all of the above
mentioned purposes, and doing any and all things necessary,
proper or expedient in connection with or pertaining to any
or all of the matters or things hereinbefore mentioned, and
any or all of said work or acquisition of property may be
done either within or outside of the boundary lines of
Baltimore City.

SECTION 4. AND BE IT FURTHER ENACTED, That in order to
enable it to accomplish and effectuate the object and
purposes of this Act, the Mayor and City Council of
Baltimore shall have all the power of purchase and/or
condemnation of land and property (including the power to
purchase and/or condemn land and property or any interest
therein or appurtenant thereto devoted to public or
quasi-public use) as is conferred upon the Mayor and City
Council of Baltimore or any agency thereof by Chapter 349 of
the Acts of the General Assembly of 1904, authorizing the
establishment of the sanitary sewerage and storm water
drainage systems of Baltimore City.

SECTION 5. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

(Senate Bill 338)

AN ACT concerning

Baltimore City — Art Museum Bond Issue

FOR the purpose of authorizing the Mayor and City Council of
Baltimore to create a debt, and to issue and sell its
certificates of indebtedness as evidence thereof, to an
amount not exceeding One Million Seven Hundred Fifty
Thousand Dollars ($1,750,000), the proceeds derived
from the sale of the certificates of indebtedness to be
used for the acquisition, by purchase, condemnation or
any other legal means, of land or property, or any
rights therein, in the City of Baltimore, and
constructing and erecting on said land or property, or
on any land or property now or hereafter owned or
controlled by the Mayor and City Council of Baltimore,
new Baltimore Museum of Art buildings, structures and
