as a result of amendments over the years to
the latter, the list has become incomplete and
inconsistent (compare, e.g., present
§6-102(6)(vi) as to "bus" drivers and
§16-103.2 of this subtitle). This revision
retains the original intent and avoids both
lengthy repetition and the possibility of
unintended inconsistencies. The only other changes are in style and
organization. The Commission recommends that consideration
be given to revising item (5) of this section
to require expressly that the nonresident
student be licensed elsewhere, as is required
by items (7) through (9). 16-103. PERSONS NOT TO BE LICENSED—MINIMUM AGE
REQUIREMENTS. (A)   GENERAL RULE. EXCEPT AS PROVIDED IN     SUBSECTION (B)      OF THIS SECTION, THE     ADMINISTRATION     MAY NOT ISSUE   A DRIVER'S LICENSE TO ANY   INDIVIDUAL WHO IS NOT AT LEAST     18 YEARS
OLD. (B)   CERTAIN LICENSES TO PERSONS 16 TO 18. (1)    THE ADMINISTRATION MAY ISSUE A CLASS B,
D, OR E LICENSE TO AN INDIVIDUAL UNDER THE AGE OF 18, IF
HE IS AT LEAST 16 YEARS OLD AND HAS COMPLETED
SATISFACTORILY A DRIVER'S EDUCATION COURSE APPROVED UNDER
SUBTITLE 5 OF THIS TITLE. (2)   THE INDIVIDUAL SHALL BE EXEMPT FROM THE
LABORATORY INSTRUCTION REQUIRED BY SUBTITLE 5 OF THIS
TITLE, THOUGH NOT THE REQUIRED CLASSROOM INSTRUCTION, IF: (I)   HE HAS BEEN LICENSEE REGULARLY TO DRIVE
IN ANOTHER STATE FOR AT LEAST 6 MONTHS; AND (II)    HE ESTABLISHES TO THE SATISFACTION OF A
CLASSROOM INSTRUCTOR CERTIFIED UNDER SUBTITLE 5 OF THIS
TITLE THAT HIS DRIVING EXPERIENCE IS SUFFICIENT TO
JUSTIFY THE EXEMPTION. (C)   CLASS B LICENSEE MOST BE 18 TO DRIVE CLASS C
LICENSE VEHICLES. NOTWITHSTANDING ANY OTHER PROVISION OF THIS TITLE,
A CLASS B LICENSEE MAY NOT BE AUTHORIZED TO DRIVE
VEHICLES REQUIRING A CLASS C LICENSE UNLESS HE IS AT
LEAST 18 YEARS OLD.
