MARVIN MANDEL, Governor
CERTIFICATES OF TITLE, REGISTRATIONS, DRIVERS' LICENSES,
CERTIFIED COPIES OF RECORDS, OR OTHER RELATED DOCUMENTS; (5)    CONDUCT ANY TITLE SERVICE AGENCY BUSINESS WITH
OR THROUGH ANY PERSON REQUIRED TO BE LICENSED UNDER THIS
TITLE IF HE KNOWS THAT THE PERSON IS NOT LICENSED; (6)    WILLFULLY VIOLATE ANY PROVISION OF THE
MARYLAND VEHICLE LAW THAT RELATES TO THE BUSINESS OF A
TITLE SERVICE AGENT; OR (7)    WILLFULLY FAIL TO COMPLY WITH ANY RULE,
REGULATION, OR LAWFUL ORDER ADOPTED BY THE ADMINISTRATION
UNDER THIS TITLE. REVISOR'S NOTE: This section presently appears as
Art. 66 1/2, §5-807. The present reference to a violation of this
section as being a "misdemeanor" is deleted as
unnecessary in light of §27—101 of this
article. In item (6) of this section, the present,
overly broad reference to violations of "this
article" is clarified to refer to violations
of any provision of the Maryland Vehicle Law
{see, §11-206 of this article} "that relates
to the business of a title service agent". As
presently worded, a simple speeding violation
- which is a violation of "this article" —
could be construed as a violation of this
section as well. The only other changes are in style. 15-607. REFUSAL, SUSPENSION, OR REVOCATION OF LICENSE. IN ADDITION TO THE OTHER GROUNDS SPECIFIED IN
§15-109 SUBTITLE 1 OF THIS TITLE FOR REFUSAL, SUSPENSION,
OR REVOCATION OF A LICENSE, THE ADMINISTRATION MAY REFUSE
TO GRANT A LICENSE UNDER THIS SUBTITLE TO ANY PERSON AND
MAY SUSPEND, REVOKE, OR REFUSE TO RENEW THE LICENSE OF
ANY PERSON IF IT FINDS THAT: (1)   THE PERSON, HIS MANAGEMENT PERSONNEL, OR ANY
OTHER PERSON WHO HAS A DIRECT OR INDIRECT FINANCIAL
INTEREST IN THE TITLE SERVICE AGENCY IS UNTRUSTWORTHY,
LACKS COMPETENCE, OR HAS BEEN CONVICTED BY FINAL JUDGMENT
IN ANY COURT OF A CRIME OF MORAL TURPITUDE; OR (2)    THE TITLE SERVICE AGENCY TRANSACTIONS OF THE
PERSON WITH THE ADMINISTRATION HAVE BEEN MARKED BY
FRAUD OR BAD FAITH. REVISOR'S NOTE: This section presently appears as
Art. 66 1/2, §5-808.
