MARVIN MANDEL, Governor                                 655 (1)         Art. 41, §§ 207E(a) (third sentence),
207E(b) (first sentence), and 207E(e). These provisions
abolished the former Department of Motor Vehicles and
transferred all its powers, duties, functions, and
employees to the Administration. That transfer took
effect as of July 1, 1971, and the underlying statutory
provisions no longer are necessary. See, also, §12—119
of this subtitle. (2)       Art. 66 1/2, §2—302. This section, which
established the former office of Commissioner of Motor
Vehicles, is deleted as obsolete. That office was
abolished by present Art. 41, §207E(b). See, also, §§
12-102 and 12-119 of this subtitle. (3)       Art. 66 1/2, §2-303. This section, which
authorized the Administrator to "organize" the
Administration as he considers necessary, is deleted as
unnecessary in light of the broad powers granted the
Administration under this subtitle (cf., e.g., §12-104(b)
of this subtitle) and as implicit in the Administrator's
capacity as         chief          executive officer of the
Administration. (4)      Art. 66 1/2, §2-307(c). This section,
which authorizes an "official seal," is deleted as
unnecessary. Various provisions of present Art. 66 1/2, Subtitle
2, have been transferred to other portions of this
article. Art. 66 1/2, §§ 2—101 through 2-205 now appear
as Title 2, Subtitle 4 of this article (see General
Revisor's Note to that subtitle); Art. 66 1/2, §2-305 now
appears as §16—118 of this article; and Art. 66 1/2,
§2—319 (except for subsections (e) and (f) of that
section, which appear as §12—108 of this subtitle) now
appears as Subtitle 2 of this title.
SUBTITLE 2. HEARINGS. 12-201. "LICENSEE" DEFINED. IN THIS SUBTITLE, "LICENSEE" MEANS THE BOLDER OF A
LICENSE ISSUED OR PRIVILEGE GRANTED UNDER THE MARYLAND
VEHICLE LAW. REVISOR'S NOTE: This section is new language added
to avoid unnecessary repetition in this
subtitle of references to a "holder of a
license or privilege." See, also, §1-101 and Title 11 of this article
for other applicable definitions. 12-202. NOTICE OF REQUIRED HEARINGS. (A) NOTICE REQUIRED.
