from those other deputies appointed under
present Art. 66 1/2, §2-304 (now §12-104(d) of
this subtitle), who are appointed under the
State Merit System Law.
The provisions of present §207E(b) that deal
with the "incumbent Commissioner of Motor
Vehicles as of June 30, 1971" are deleted as
obsolete.

12-103. MANAGEMENT AND CONTROL OF ADMINISTRATION.
(A) GENERAL EXERCISE OF POWERS AND DUTIES.
THE EXERCISE OF THE POWERS AND DUTIES OF THE
ADMINISTRATION IS SUBJECT TO THE AUTHORITY OF THE
SECRETARY.
(B) EXERCISE OF POWERS AND SUBJECT TO PRIOR
APPROVAL.
BY REGULATION OR DIRECTIVE, THE SECRETARY MAY
REQUIRE THAT THE EXERCISE OF ANY POWER OR DUTY OF THE
ADMINISTRATION BE SUBJECT TO THE PRIOR APPROVAL OF THE
SECRETARY.
REVISOR'S NOTE: This section is new language derived
without substantive change from Art. 66 1/2,
§2-307(a).
The provisions of present §2-307(a) that
charge the Administrator with "the duty of
observing, administering, and enforcing the
provisions of {Art. 66 1/2} relating to the
... Administration" are deleted as redundant
in light of §12-102(b)(2) of this article.
12-104. GENERAL POWERS AND DUTIES OF ADMINISTRATION.
(A) IN GENERAL.
IN ADDITION TO THE SPECIFIC POWERS GRANTED AND
DUTIES IMPOSED BY THIS TITLE, THE ADMINISTRATION HAS THE
POWERS AND DUTIES SET FORTH IN THIS SECTION.

duties enumerated in this section are not
exclusive.
