11-126. GROSS WEIGHT.
"GROSS WEIGHT" MEANS THE WEIGHT OF A VEHICLE AND ITS
LOAD.

11-127. HIGHWAY.
"HIGHWAY" MEANS THE ENTIRE WIDTH BETWEEN THE
BOUNDARY LINES OF ANY WAY OR THOROUGHFARE OF WHICH ANY
PART IS USED BY THE PUBLIC FOR VEHICULAR TRAVEL, WHETHER
OR NOT THE WAY OR THOROUGHFARE HAS BEEN DEDICATED TO THE
PUBLIC AND ACCEPTED BY ANY PROPER AUTHORITY.
REVISOR'S NOTE: This section presently appears as
Art. 66 1/2, §1-132.
The phrase "of which any part" is added for
clarity. As implied by the phrase "entire
width between the boundary lines", a highway
is not limited only to the part used "for
vehicular travel". See, e.g., the definition
of "sidewalk" in §21-101 of this article which
defines a "sidewalk" as "part of" a street or
highway "for use of pedestrians". See, also,
§11—151 of this subtitle which, conversely,
defines "roadway" as that "part of" a highway
"used for vehicular travel". The
clarification here conforms to the similar
phrase ("when any part thereof") used by the
Uniform Vehicle Code in its definition of
"highway" (UVC §1-122) and to the broad,
pre—1970 definition in Art. 66 1/2,
§2(a)(58).
The only other changes are in style.
11-128. LICENSE (TO DRIVE).
"LICENSE", AS USED IN REFERENCE TO THE OPERATION OF
A MOTOR VEHICLE, MEANS ANY:
(1) DRIVER'S LICENSE; AND
(2) ANY OTHER LICENSE OR PERMIT TO DRIVE A MOTOR
VEHICLE THAT IS ISSUED UNDER OR GRANTEE BY THE LAWS OF
THIS STATE, INCLUDING:
