50A.
BALTIMORE COUNTY MAY CHARGE TOLLS FOR THE USE OF THE
BEAR CREEK BRIDGE. HOWEVER, IF TOLLS ARE CHARGED FOR THE
USE THEREOF, THE RATES OF TOLL SHALL BE SO ADJUSTED AS TO
PROVIDE A FUND SUFFICIENT TO PAY FOR THE COST OF
MAINTAINING, REPAIRING AND OPERATING THE BRIDGE AND ITS
APPROACHES, AND TO PROVIDE A SINKING FUND SUFFICIENT TO
AMORTIZE THE AMOUNT PAID FOR SUCH BRIDGE AND ITS
APPROACHES AS SOON AS POSSIBLE UNDER REASONABLE CHARGES,
BUI WITHIN A PERIOD OF NOT TO EXCEED TWENTY YEARS FROM
THE DATE OF ACQUIRING SAME. AFTER A SINKING FUND
SUFFICIENT TO AMORTIZE THE COST OF ACQUIRING THE BRIDGE
AND ITS APPROACHES SHALL HAVE BEEN PROVIDED, SUCH BRIDGE
SHALL THEREAFTER BE MAINTAINED AND OPERATED FREE OF
TOLLS, OR THE RATES OF TOLL SHALL THEREAFTER BE SO
ADJUSTED AS TO PROVIDE A FUND OF NOT TO EXCEED THE AMOUNT
NECESSARY FOR THE PROPER CARE, REPAIR, MAINTENANCE, AND
OPERATION OF THE BRIDGE AND ITS APPROACHES. AN ACCURATE
RECORD OF THE AMOUNT PAID FOR THE BRIDGE AND ITS
APPROACHES, THE EXPENDITURES FOR OPERATING, REPAIRING AND
MAINTAINING THE SAME, AND OF DAILY TOLLS COLLECTED SHALL
BE KEPT AND SHALL BE AVAILABLE FOR THE INFORMATION OF ALL
PERSONS INTERESTED. NOTWITHSTANDING THE ABOVE
PROVISIONS WITH RESPECT TO AMORTIZATION, IF THE BALTIMORE
COUNTY REVENUE AUTHORITY PURCHASES SAID BRIDGE AND ITS
APPROACHES IT MAY ADJUST THE RATES OF TOLLS TO PROVIDE A
FUND SUFFICIENT TO PAY THE COST OF MAINTAINING, REPAIRING
AND OPERATING THE BRIDGE AND ITS APPROACHES AND TO
PROVIDE A SINKING FUND SUFFICIENT TO AMORTIZE THE AMOUNT
PAID FOR SUCH BRIDGE AND ITS APPROACHES WITHIN A PERIOD
OF NOT TO EXCEED THIRTY (30) YEARS FROM THE DATE OF
ACQUISITION BY SAID BALTIMORE COUNTY REVENUE AUTHORITY.
AND PROVIDED FURTHER THAT IF THE BALTIMORE COUNTY REVENUE
AUTHORITY CONSTRUCTS, OPERATES AND MAINTAINS A SECOND
BRIDGE AND ITS APPROACHES ACROSS BEAR CREEK, AFTER
ACQUIRING THE BRIDGE AUTHORIZED TO BE CONSTRUCTED UNDER
THE PROVISIONS OF THIS AND PREVIOUS SECTIONS OF THIS
ARTICLE, THE TOLLS CHARGED AND COLLECTED FOR THE USE OF
THE BRIDGE AUTHORIZED TO BE CONSTRUCTED UNDER THE
PROVISIONS OF THIS AND PREVIOUS SECTIONS OF THIS ARTICLE
MAY BE ADJUSTED TO PROVIDE A FUND MADE UP OF TOLLS
CHARGED AND COLLECTED FOR THE USE OF BOTH BRIDGES ACROSS
LEAR CREEK SUFFICIENT TO PAY THE COST OF MAINTAINING,
REPAIRING AND OPERATING BOTH BRIDGES AND THEIR APPROACHES
AND TO PROVIDE A SINKING FUND SUFFICIENT TO AMORTIZE THE
COST OF THE ACQUISITION AND CONSTRUCTION OF BOTH BRIDGES
AND THEIR APPROACHES WITHIN A PERIOD OF NOT TO EXCEED
THIRTY (30) YEARS FROM THE DATE OF ACQUISITION OF THE
FIRST BEAR CREEK BRIDGE BY SAID BALTIMORE COUNTY REVENUE
AUTHORITY.
