(A) PRESENTMENT OF REQUEST TO BOARD.
A USING AUTHORITY THAT DESIRES TO PROCURE
ARCHITECTURAL OR ENGINEERING SERVICES COSTING OVER
$25,000 SHALL PRESENT THE REQUEST TO THE BOARD AT A
PUBLIC MEETING.
(B) PUBLIC NOTICE.
REASONABLE AND TIMELY PUBLIC NOTICE SHALL BE GIVEN
OF ANY REQUEST PRESENTED TO THE BOARD.
(C) LACK OF IN-HOUSE RESOURCES AS PREREQUISITE.
BEFORE THE BOARD APPROVES ANY REQUEST FOR
ARCHITECTURAL OR ENGINEERING SERVICES, IT SHALL BE
SATISFIED THAT THE SERVICES CANNOT BE PROVIDED FEASIBLY
OR ECONOMICALLY BY EXISTING IN-HOUSE RESOURCES.
REVISOR'S NOTE: This section is new language derived
without substantive change from Art. 41,
§23lP(a) (1), (b), and (c).
In subsection (a) of this section, the present
exception for the Department of Transportation
and its units is deleted as unnecessary in
light of the definition of "using authority"
in §231N of this subtitle.
The Commission is unsure of the meaning of the
phrase "existing in—house resources". Does
"in—house" refer to the specific using
authority that initiates the request, to the
principal Department of which that using
authority is a unit, or to the State
government generally? Clarifying legislation
may be appropriate.

231U. ANNOUNCEMENT OF APPROVAL OF REQUEST; FURNISHING OF
REPORT.
(A) PUBLIC ANNOUNCEMENT OF APPROVAL.
(1) THE BOARD SHALL REQUIRE UNIFORM AND
CONSISTENT PUBLIC ANNOUNCEMENTS OF ALL ITS APPROVALS OF
BEQUESTS FOR THE PROCUREMENT OF ARCHITECTURAL OR
ENGINEERING SERVICES.
