SECTION 3. AND BE IT FURTHER ENACTED, That new
Sections 231N through 231EE, to be under the new subtitle
"Procurement of Architectural and Engineering Services —
General Using Authorities", be and they are hereby added
to Article 41 — Governor—Executive and Administrative
Departments, of the Annotated Code of Maryland (1971
Replacement Volume and 1976 Supplement), to read as
follows:

PROCUREMENT OF ARCHITECTURAL AND ENGINEERING SERVICES -
GENERAL USING AUTHORITIES.
231N. DEFINITIONS.
(A) IN GENERAL.
IN THIS SUBTITLE THE FOLLOWING WORDS HAVE THE
MEANINGS INDICATED.
REVISOR'S NOTE: This subsection is new language used
as the standard introductory language to a
definition section.
(B) BOARD.
"BOARD" MEANS THE GENERAL PROFESSIONAL SERVICES
SELECTION BOARD OF THE DEPARTMENT.
REVISOR'S NOTE: This subsection is new language
added to avoid unnecessary repetition in this
subtitle of the full title of the Board.
(C) CONTRACT.
"CONTRACT" MEANS ANY USING AUTHORITY CONTRACT FOR
ARCHITECTURAL OR ENGINEERING SERVICES.
REVISOR'S NOTE: This subsection is new language
added to avoid unnecessary repetition in this
subtitle of the phrase "contract for
architectural or engineering services" and of
references to affected State agencies. The
words "consultant agreement or other
obligation" are deleted throughout this
subtitle as unnecessary since they are
included in the term "contract".
The term "using authority" is defined in
subsection (f) of this section to exclude the
Department of Transportation, its units, and
the Maryland Transportation Authority; these
