PROCLAMATION OF APRIL 5, 1977
EXTENDING SESSION
WHEREAS, Article III, Section 52(10) of the Constitution
of Maryland provides that "(i)f the Budget Bill
shall not have been finally acted upon by the
Legislature seven days before the expiration of the
regular session, the Governor shall issue a
proclamation extending the session for some further
period as may, in his judgment, be necessary for the
passage of such bill;" and
WHEREAS, The 1977 regular session of the General Assembly
expires at midnight following the night of April 11,
1977, and the seventh day prior to that expiration
ended at midnight following the night of April 4,
1977; and
WHEREAS, As of Midnight following the night of April 4,
1977, the Budget Bill for fiscal year 1977-78 (House
Bill 630, Senate Bill 277) had not been finally
acted upon;
NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF MARYLAND,
by virtue of the authority and direction contained
in Article III, Section 52(10) of the Constitution
of Maryland, do hereby extend the 1977 regular
session of the General Assembly until midnight
following the night of May 11, 1977, or such earlier
time as the Budget Bill for fiscal year 1977—78 has
been finally acted upon, whichever shall first
occur, subject, however, to such further extensions
as may be proclaimed in accordance with Article III,
Section 52(10) of the Constitution if the said
Budget Bill has not been finally acted upon by
midnight following the night of May 11, 1977.
