EXECUTIVE ORDERS

EXECUTIVE ORDER OF FEBRUARY 22, 1977
ENERGY EMERGENCY PROVISIONS
WHEREAS, I, MARVIN MANDEL, Governor of the State of
Maryland, did on November 14, 1973, proclaim that a
state of emergency existed within the area
constituting the entire State of Maryland by reason
of an acute shortage in usable energy resources; and
WHEREAS, I further proclaimed that, in accordance with
the procedures contained in Article 41, Section 15B
of the Annotated Code of Maryland, I would
promulgate reasonable Orders, Rules and Regulations,
as I deem necessary, to protect the public health,
safety and welfare and to bring the emergency
situation under control; and
WHEREAS, Pursuant to the provisions of Article 41,
Section 15B, on January 31, 1977, I issued an Order
requiring certain mandatory conservation programs,
lifting certain weight limitations on trucks
transporting petroleum products and providing
enforcement powers for natural gas curtailment
orders; and
WHEREAS, I am advised that, barring unusually cold
weather, there are adequate supplies of natural gas
and petroleum products for home heating and for the
operation of business and industry during the
remaining months of this winter; and
WHEREAS, There still exists a long term energy supply
problem for which conservation offers the most
significant method for insuring the adequacy of
available energy supplies;
NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF MARYLAND,
PURSUANT TO THE AUTHORITY VESTED IN ME BY ARTICLE
41, SECTION 15B OF THE ANNOTATED CODE OF MARYLAND,
HEREBY ISSUE THE FOLLOWING EXECUTIVE ORDER AMENDING
EXECUTIVE ORDER NO. 01.01.1977.01, EFFECTIVE 12:01
A.M., FEBRUARY 23, 1977:
1. (a) Subject to the provisions of
paragraph 1(b) hereof, in all buildings, or parts of
buildings, owned, leased, or occupied by the State
or a county, municipality, city, or other public
entity in the State, the thermostat shall be
maintained at not more than 65°F in working areas,
and not more than 60°F in non—working areas.
However, this limitation does not apply to hospitals
