3. Coordination
The State Health Planning and Development
Agency and the State Health Coordinating Council
shall coordinate their activities in accordance with
Public Law 93—641 and in a manner to maximize the
efficiency of the program.
4. Appeals from decisions of Health Planning and
Development Agency
In accordance with the requirement of Article
4 1, Section 206A(c) of the Annotated Code of
Maryland, a person aggrieved by a final action or
determination of the State Health Planning and
Development Agency may appeal to the Board of Review
of the Department of Health and Mental Hygiene with
respect to any matter over which the Board of Review
has jurisdiction. If aggrieved by the final
decision of that Board, he may seek judicial review
under the State Administrative Procedure Act
(Article 41, Sections 244—256, Annotated Code of
Maryland).

EXECUTIVE ORDER OF SEPTEMBER 7, 1976
YOUTH ADVISORY COUNCIL
WHEREAS, Events in recent years have repeatedly
demonstrated that the youth of the State of Maryland
are interested in and highly capable of
participating in the affairs of government; and
WHEREAS, The State Government presently operates a
substantial number of programs and services that
directly affect the lives of young people throughout
the State; and
WHEREAS, In 1971, I created a Youth Advisory Council as a
mechanism through which the concerns of the youth of
Maryland may be channeled to those in positions of
authority within the apparatus of State Government;
and
WHEREAS, The Council has functioned well in its five
years of existence and should be constituted as a
permanent unit of State Government;
NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME
