MARVIN MANDEL, Governor
(a)    The Manpower Planning Council is
created to serve as the planning
council to the Governor in his
capacity as prime sponsor for the
"balance of the State" in
accordance with Section 104 of
CETA. (b)     The Council consists of fifteen
persons appointed by the Governor,
who shall serve at the pleasure of
the Governor. The Chairman of the
State Manpower Services Council
shall serve as Chairman of the
Manpower Planning Council.
(c)     The members of the Council shall
be chosen from: (1)    The Employment Service
Division of the Employment
Security Administration; (2)    Community based organiza-
tions; (3)    Education, business, and
labor groups; and (4)    Other organizations as
appropriate. (d)     The Council shall advise the
Governor regarding the planning
and implementation of manpower
programs in the prime sponsor
jurisdiction comprised of Calvert,
Charles, St. Mary's, Cecil, Kent,
Queen Anne's, Caroline, Talbot,
Dorchester, Wicomico, Somerset,
and Worcester Counties, and
otherwise perform the functions
and duties prescribed for it with
respect to that prime sponsor
jurisdiction in CETA and any
regulations issued thereunder. 4.    State Manpower Planning Office. (a) The State Manpower Planning Office
is created as a unit within the
Department of Human Resources.
The Office is headed by a Director
