Attorney
AN ACT concerning
Carroll County - State's Attorney
FOR the purpose of increasing the salary of the State's
Attorney of Carroll County; and providing for a
certain applicability of this Act.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
1652.
This bill increases the salary of the State's
Attorney for Carroll County and repeals a specific
statutory authorization for the private practice of law
by him and by his staff.
The Attorney General has advised me that the title
of House Bill 1852 is defective and therefore in
contravention of Article III, Section 29 of the Maryland
Constitution. A copy of the Opinion of the Attorney
General is attached and should be considered a part of
this veto message.
