summary, while we believe that the bill may accomplish no
more than its intended changes in style, we believe that
the likelihood of any substantive change presents a risk

Although still in the Code of Public Local Laws of
Calvert County, §181 is not currently in effect,
having been effectively repealed by the enactment of
Code, Art. 27, §264B. Clerk v. Chesapeake Beach
Park, 251 Md. 659 (1968). Either the courts would not construe the statute as
reflecting a legislative intention to bring about a
revival of Section 181 or, if such an intention were
found, would declare Section 181 to be
unconstitutional and severable.
