House Bill No. 1566 — Cosmetology - Beauty Operators
AN ACT concerning
Cosmetology - Beauty Operators
FOR the purpose of permitting certain journeyman barbers
to be given a certain amount of credit towards
obtaining a license as a beauty operator; specifying
duties of the State Board of Cosmetologists;
restructuring certain sections under the subtitle
"Cosmetology"; clarifying language; and generally
relating to the training and licensing of beauty
operators.

Dear Mr- Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
1566.
This bill requires that the State Board of
Cosmetologists give to licensed journeymen barbers credit
towards licensure as beauty operators. This change in
licensure is effected by, inter alia, repeal of Article
43, §536(a) of the Code.
House Bill 625, also enacted by the General Assembly
during its 1977 Session and signed on April 12, 1977,
amends Article 43, §536(a) to enable registered schools
of beauty culture to maintain "refresher" courses for
certain licensees. Thus, we have one bill amending the
section and another repealing it.
It is not possible for me to determine the intent of
the legislature, but the provisions of these bills, as
enacted, cannot be merged. Therefore, approval of House
Bill 1566 would effect a repeal of the previously
approved House Bill 625.
For this reason, I have vetoed House Bill 1566.
