Senate Bill 482, which was enacted by the General
Assembly and signed by Lieutenant Governor Blair Lee III
in his capacity as Acting Governor on May 17, 1977,
accomplishes the same purpose.
Therefore it is unnecessary for me to sign House
Bill 976.

House Bill No. 1009 - Energy Conservation - Standards
AN ACT concerning
Department of General Services - Energy Conservation
FOR the purpose of directing the Department of General
Services to promulgate rules establish standards
regarding life—cycle cost estimates analysis of
alternative architectural and engineering designs on
all State-owned buildings; authorizing the
promulgation of rules establishment of standards for
energy performance indices; providing for
severability; and generally relating to energy
conservation and State building construction.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
1009.
This bill has the laudable purpose of requiring that
energy conservation considerations be taken into account
in the design and construction of State buildings; and,
as introduced, the bill had the strong support of the
Department of General Services. However, certain
