Board of Education under the terms of Senate Bill 741 are
substantially broader than under the House Bill.
Finally, Senate Bill 741 does not contain a provision for
its automatic termination, but is effective until
repealed or amended by the General Assembly.
The Attorney General has indicated to me that the
signing of House Bill 932 "would confuse the situation
significantly" because of the differing phraseology
employed in the bills. In my judgment, the broader
flexibility granted to the Board of Education by Senate
Bill 741 is preferable to the more narrow, temporary
provisions of House Bill 932.
Since the purpose of House Bill 932 is accomplished
by the enactment and signing of Senate Bill 741, and for
the reasons stated above, I have decided to veto House
Bill 932.
