House Bill No. 459 - Automatic Data Processing -
Organization
AN ACT concerning
State Automatic Data Processing—Organization and Powers
FOR the purpose of changing certain control provisions
for State data processing of the Department of
Budget and Fiscal Planning; reorganizing State data
processing under the direction of the Central Data
Processing Division in the office of the State
Comptroller; providing for the personnel, powers,
and duties of the Division; providing for the powers
and duties of the Secretaries of General Services
and Budget and Fiscal Planning under this Act;
requiring competitive acquisition of automatic data
processing equipment and services; creating an
Automatic Data Processing Policy Review Board and
automatic data processing negotiating teams and
users' groups, and providing for their powers and
duties; and relating to State automatic data
processing.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Constitution of Maryland, I have today vetoed House Bill
459.
This bill attempts to centralize all aspects of the
State's automatic data processing system. It vests in
the Department of General Services the responsibility for
acquiring all data processing equipment and services for
all State agencies, including those in the Legislative
and Judicial branches. It vests in the Comptroller's
Office, through a new Central Data Processing Division,
all operational control over the data processing system.
And it creates an Automatic Data Processing Policy Review
Board of five voting and two non-voting members, with the
functions of periodically reviewing the goals and
operations of the State data processing system and
determining grievances by the State agencies with respect
to the system.
