House Bill No. 418 - Patuxent Institution - Board of Review AN ACT concerning Patuxent Institution - Institutional Board of Review FOR the purpose of revising the membership of the Institutional Board of Review of Patuxent Institution and providing      for substitute members
under certain conditions. May 26, 1977

Annapolis, Maryland 21404 Dear Mr. Speaker: In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
418. This bill revises the membership of the
Institutional Board of Review of Patuxent Institution. House Bill 907 is an Administration measure which
was enacted by the General Assembly and signed by
Lieutenant Governor Blair Lee III in his capacity as
Acting Governor on May 26, 1977. It is a comprehensive
revision of Article 31B and those related statutes
dealing with the confinement and treatment of certain
criminal offenders, formerly referred to as "defective
delinquents". In accomplishing this major revision,
House Bill 907 creates a new Institutional Board of
Review of Patuxent Institution, including within its
membership those persons who are the subject of House
Bill 418. Since the intention of the General Assembly has been
accomplished by the enactment and signing of House Bill
907, it is unnecessary for me to sign House Bill 418.
