Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill
1144.
This bill grants a credit against county taxes for
real property owned and operated as a hospital by Kent
and Queen Anne's Hospital, Inc.
The original purpose of the bill was codification of
a ruling by the appropriate state officials that the
hospital's real property was exempt from all real
property taxation.
The sponsor of Senate Bill 1144 has asked that I
veto this bill, since, as amended, it results in a loss
of the existing exemption from State and local taxes,
necessitates an annual application for the credit, and
raises questions as to the status of the presently exempt
interest paid on the hospital's construction bonds.
For these reasons, I have vetoed Senate Bill 1144.
