This bill alters the manner in which the
Administrative, Executive and Legislative Review
Committee approves rules, regulations, and standards.
House Bill 1897, which was enacted by the General
Assembly and signed by Lieutenant Governor Blair Lee III
in his capacity as Acting Governor on May 26, 1977,
accomplishes the same purpose.
Therefore it is unnecessary for me to sign Senate
Bill 996.

AN ACT concerning
Rules and Regulations - Emergency Approval
FOR the purpose of permitting the Committee on
Administrative, Executive and legislative Review to
approve regulations on an emergency basis, subject
to certain conditions; and generally relating to
emergency approval of regulations by the Committee.

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill
997.
This bill proposes to alter the method by which the
Committee on Administrative, Executive and Legislative
Review may approve an administrative rule or regulation
which is declared by the adopting agency to be necessary
as an emergency measure.
I have today vetoed House Bill 1898, which is a
