submit to the Legislature any recommendations for change
with respect to all of the boards.
The Natural Resources Board of Review performs a
valuable function, as do the other five boards. The
boards were created to serve a certain purpose in the
decision making process of the Executive Branch. I
believe that that policy decision remains a good one. In
light of the history of and reasons for this process, I
believe that the signing of Senate Bill 960 would set a
dangerous precedent.
For these reasons, I have vetoed Senate Bill 960.

AN ACT concerning
Joint Standing Committee on Administrative,
Executive, and Legislative Review
FOR the purpose of altering and clarifying the manner in
which rules, regulations and standards are approved
by the Committee; requiring a certain hearing for
proposed rules under certain circumstances;
requiring that proposed rules be republished in the
Maryland Register under certain circumstances; and
generally relating to the Joint Standing Committee
on Administrative, Executive, and Legislative Review
and its work with and responsibilities concerning
rules, regulations, and standards.
