Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill
547.
This bill allows any person to file with the State
Board of Ethics a complaint alleging conflict of interest
by certain State officials and employees.
House Bill 989, which was enacted by the General
Assembly and signed by Lieutenant Governor Blair Lee III
in his capacity as Acting Governor on May 17, 1977,
accomplishes the same purpose.
Therefore it is unnecessary for me to sign Senate
Bill 547.

FOR the purpose of clarifying, ratifying, confirming, and
providing that the District Court has jurisdiction
in certain actions relating to forfeiture or return
of moneys seized in. connection with gambling and
controlled dangerous substances offenses; and making
this Act applicable to certain proceedings.
