FOR the purpose of granting Anne Arundel County and
Prince George's Counties County the authority to
adopt ordinances concerning the possession or
consumption of alcoholic beverages within its
boundaries; transferring certain provisions of the
law from Article 2C to Article 2B that concern being
intoxicated or consuming alcoholic beverages in
certain places with certain exceptions, and
including penalty provisions; providing for certain
exceptions; adding certain subtitles and subheading;
and clarifying language.

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill
538.
This bill authorizes Anne Arundel County to adopt
ordinances regulating the possession or consumption of
alcoholic beverages within the County.
House Bill 1098, which was enacted by the General
Assembly and signed by Lieutenant Governor Blair Lee III
in his capacity as Acting Governor, on May 26, 1977,
accomplishes the same purpose.
Therefore it is unnecessary for me to sign Senate
Bill 538.
