WHEREAS, It is likely that the General Assembly will
request interim study of many personnel-related bills and
resolutions; and
WHEREAS, It is desirable to formulate consistent
policies in the best interests of the State with regard
to personnel matters; and
WHEREAS, The tenure of the Joint Committee on the
Personnel Management Study is to expire at the end of the
1976 Interim period; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That a
Joint Personnel Policy Committee be created to meet
during the 1977 Interim period to continue the duties
formerly assigned to the Joint Committee on the Personnel
Management Study including: continued monitoring of the
implementation of the management consultant's
recommendations; completion of the study of Statewide
Compensation Practices; and the consideration of such
legislation as may be referred to it for interim study by
the Policy Committee; and be it further
RESOLVED, That the Joint Personnel Policy Committee
shall have 15 members including the five Senators and the
five Delegates formerly serving on the Joint Committee on
the Personnel Management Study; two additional members of
the House of Delegates to be appointed by the Speaker of
the House of Delegates; two additional members of the
Senate to be appointed by the President of the Senate ,
seven from the Senate, to be appointed by the President;
seven from the House of Delegates, to be appointed by the
Speaker; and a nonvoting representative of the Executive
Branch to be appointed by the Governor; and be it further
RESOLVED, That copies of this Resolution be sent to
the Honorable Marvin Mandel, Governor; the Honorable
Steny H. Hoyer, President of the Senate of Maryland; and
the Honorable John Hanson Briscoe, Speaker of the
Maryland House of Delegates.
