the Department of State Planning is requested to amend
the State's comprehensive outdoor recreation and open
space plan to include the purchase and development of a
State park using the lands on the headwaters of Sawmill
Creek in Anne Arundel County; and be it further
RESOLVED, That copies of this Resolution be sent to
Mr. Vladimir Wahbe, Secretary of State Planning.

A House Joint Resolution concerning
Boat Ramp Fee
FOR the purpose of requesting the State of Delaware to
repeal recent action assessing an unusual fee to
owners of boats not registered in Delaware for the
use of public launching facilities.
The State of Delaware adopted a policy effective
August 1, 1975 which authorizes the assessment of a $10
fee for use of public launching facilities by owners of
boats not registered in Delaware.
The States of Maryland, Delaware, Pennsylvania, and
Virginia all provide public launching facilities, and
boating enthusiasts utilize these facilities regardless
of where their boats are registered, as they travel from
place to place and state to state while enjoying the
pleasures of boating.
The State of Delaware is the only state to charge
the above—mentioned fee to out-of-staters and it is
suggested that consideration be given to removing this
unilateral imposition of the fee in question.
The Maryland General Assembly is concerned over the
State of Delaware's action and asks for reconsideration
as previously stated; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the State of Delaware is requested to repeal the recent
policy assessing annual fees to owners of boats not
registered in Delaware who use boat launching facilities
in that State; and be it further
