Force whose objective shall be to bring greater
coordination, simplicity and uniformity into the State
purchasing and procurement processes, to consolidate and
integrate the diverse purchasing and procurement lavs and
regulations and to make recommendations for those
processes which would be included in the law and those
which should be included in the regulations; and be it
further
RESOLVED, That the Task Force shall consist of five
members of the House of Delegates appointed by the
Speaker and five members of the Senate appointed by the
President. There shall be an additional 11 members
appointed jointly by the Speaker and the President who
shall be broadly representative of the Public, the
professions, the manufacturers, and governmental
purchasing and procurement officials; and be it further
RESOLVED, That the Task Force shall report to the
General Assembly by December 1, 1977, so that required
legislation may be proposed and considered at the next
Legislative Session; and be it further
RESOLVED, That copies of this Resolution be sent to
the Honorable Steny Hamilton Hoyer, President of the
Senate; to the Honorable John Hanson Briscoe, Speaker of
the House of Delegates; and to Michael I. Volk, Esq.,
Committee Reporter for the Legislative Policy Committee.

A House Joint Resolution concerning
Vietnam War - Missing in Action
FOR the purpose of calling on the United States
Government to exercise every possible means in
continuing its efforts to account for those Vietnam
War—Missing in Action (MIA's).
WHEREAS, There are more than 1,300 American
Servicemen who have been officially declared Missing in
Action (M.I.A.) since the ending of the Vietnam War; and
WHEREAS, Efforts to date have failed to produce
information concerning the whereabouts of these MIA's;
