to the General Assembly on the merits of the proposed
system and whether any additional State enabling
legislation is appropriate or necessary; and be it
further
RESOLVED, That copies of this Resolution be sent to
the Maryland Municipal League, the Maryland Association
of Counties, the Departments of Economic and Community
Development, Health and Mental Hygiene, Natural
Resources, Planning, and Transportation, the Home
Builders Association of Maryland, the School of
Architecture, of the University of Maryland, and the
Center for Metropolitan Planning and Research of the
Johns Hopkins University.

A Senate Joint Resolution concerning
The Bicentennial Patriots' Pledge
FOR the purpose of adopting the "Bicentennial Patriots'
Pledge" by Sara L. Ensor as Maryland's official
Bicentennial Patriots' Pledge.
WHEREAS, The members of the General Assembly of
Maryland believe that our Bicentennial Year should not
only be a time of celebration and gala festivities but
also a time for all citizens to reflect upon the
significant events of our past, to recommit ourselves to
the values and ideals which have guided the United States
to this great moment in its history, and to reexamine our
plans and dreams for the future; and
WHEREAS, The following Bicentennial Patriots' Pledge
has been written by a citizen of our Free State, Sara L.
Ensor, of Frederick, Maryland and copyrighted in 1975;
and
WHEREAS, This Bicentennial Patriots' Pledge embodies
the philosophical and spiritual underpinnings of the
American Republic and expresses beautifully the spirit of
rededication and hope which will surely be the foundation
of our third century of progress as a free and
