such institutions, as to the extent to which demonstrated
college-level learning is recognized and honored; and
WHEREAS, Veterans, members of the Armed Forces,
persons who have moved to Maryland from one or several
other states and acquired college-level knowledge through
traditional or nontraditional means, and Maryland
residents who may never have had the opportunity to
attend college but who are self—taught; all deserve the
opportunity to demonstrate the extent of such learning
and be entitled to build upon it in Maryland institutions
of higher education; and
WHEREAS, There are thousands of citizens who for
reasons largely beyond their control did not complete
formal degree requirements, but through other means have
acquired useful knowledge comparable to course content in
structured higher education programs, and that these
citizens and the State could be well-served by a study of
the concept of external degree programs; now, therefore,
be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
this Body requests the State Board for Higher Education
to recommend to the Governor and to the Legislature no
later than December 15, 1976 1977, the most effective
means to enable Maryland residents to demonstrate the
full extent of learning in terms of college credits, and
the most effective means to assure the full use of the
credits to further the citizens post-secondary
advancement in Maryland to develop guidelines and
procedures for the granting of credit for equivalency
learning from life experiences in order that students
enrolled in postsecondary institutions could be eligible
for credit for learning obtained outside traditional
academic programs while assuring the citizens of Maryland
that academic standards will continue to be maintained;
and be it further
RESOLVED, That copies of this Resolution be sent to
the Governor and the State Board for Higher Education, 16
