Board. Each member of the Board shall receive per diem
compensation as provided in the budget for each day
actually engaged in the discharge of that member's
official duties, as well as reimbursement for all
necessary and proper expenses. The Board [shall have]
HAS [such] staff as provided in the budget AND MAY
REQUEST THE COMPTROLLER, ATTORNEY GENERAL, SECRETARY OF
STATE, FOR SUCH PROFESSIONAL ASSISTANCE AS IS NECESSARY
TO ASSIST THE BOARD IN PERFORMING ITS DUTIES AND
FUNCTIONS AS AUTHORIZED UNDER THIS SUBTITLE AND SECTIONS
5 THROUGH 14 OF ARTICLE 40 OF THIS CODE. Meetings shall
be held at the call of the chairman, or any three members
of the Board. Three members shall constitute a quorum
and the concurrence of at least three members [shall be]
IS required for any advisory decision or opinion rendered
by the Board. [Within thirty (30) days from August 24,
1973, the Governor, the President, the Speaker, and the
Chief Judge of the Court of Appeals shall appoint initial
members to the Board, to serve until the third Wednesday
of January, 1975.] (b) It [shall be] IS the function of the MARYLAND
Public [Financial] Disclosure Advisory Board: (1)    To recommend to the Secretary of State,
from time to time, [such] forms as it [may deem] DEEMS
advisable for use in the filing of the statements
required by this subtitle[ , with initial recommendations
to be made no later than the 1st day of December
immediately following August 24, 1973;] AND BY SECTIONS 5
THROUGH 14, INCLUSIVE, OF ARTICLE 40 OF THE CODE, AND
PROVIDED FURTHER THAT THE BOARD SHALL MAKE INITIAL
RECOMMENDATIONS WITH RESPECT TO FORMS TO BE FILED BY
REGISTRANTS UNDER SECTIONS 5 THROUGH 14, INCLUSIVE, OF
ARTICLE 40 OF THE CODE, NO LATER THAN SEPTEMBER 1, 1977
AND THAT SUCH FORMS SHALL BE MADE INITIALLY AVAILABLE BY
THE SECRETARY OF STATE NO LATER THAN OCTOBER 1, 1977; (2)    TO REVIEW ALL STATEMENTS FILED IN
ACCORDANCE WITH THIS SUBTITLE AND SECTIONS 5 THROUGH 14,
INCLUSIVE, OF ARTICLE 40 OF THE CODE AND TO investigate
complaints of alleged violations of [this subtitle] THESE SUBTITLES; (3)    To report violations of this subtitle
AND OF SECTIONS 5 THROUGH 14, INCLUSIVE, OF ARTICLE 40 OF
THE CODE, with appropriate notice [thereof] OF THE
VIOLATIONS to the person so charged, to the Attorney
General AND TO THE APPROPRIATE STATE'S ATTORNEY; (4)    To issue, upon written request of any
person required to file a statement under this subtitle
OR SECTIONS 5 THROUGH 14, INCLUSIVE, OF ARTICLE 40 OF THE
CODE, advisory opinions with respect to any matter in
which [such] THE person is involved concerning the
applicability of [this subtitle] THESE SUBTITLES, but [no
such request, investigation made pursuant thereto, or
opinion shall be made public] THE BOARD, IN PUBLISHING
