3562                                          LAWS OF MARYLAND                                Ch. 938
MEETING WHICH IS GIVEN IN RETURN FOR PARTICIPATION IN A
PANEL OR SPEAKING ENGAGEMENT AT THE MEETING. (L)(M) "IMMEDIATE FAMILY" MEANS A SPOUSE
RESIDING IN THE PERSON'S HOUSEHOLD AND DEPENDENT
CHILDREN. (M)(N) "LEGISLATIVE ACTION" MEANS INTRODUCTION,
SPONSORSHIP, CONSIDERATION, DEBATE, AMENDMENT, PASSAGE,
DEFEAT, APPROVAL, VETO, OR ANY OTHER OFFICIAL ACTION OR
NONACTION ON ANY BILL, RESOLUTION, AMENDMENT, NOMINATION,
APPOINTMENT, REPORT, OR ANY OTHER MATTER PENDING OR
PROPOSED IN A COMMITTEE OR SUBCOMMITTEE IN EITHER HOUSE
OF THE GENERAL ASSEMBLY, OR ANY MATTER WHICH IS WITHIN
THE OFFICIAL JURISDICTION OF THE GENERAL ASSEMBLY, THE
LEGISLATIVE POLICY COMMITTEE OR ANY COMMITTEE OR
SUBCOMMITTEE THEREOF, OR ANY LEGISLATIVE BILL PENDING OR
PRESENTED TO THE GOVERNOR FOR SIGNATURE OR VETO. (N)(O) "OFFICIAL IN THE EXECUTIVE BRANCH" MEANS
ANY SALARIED APPOINTEE, OR ANY EMPLOYEE WHO IS CLASSIFIED
OR SALARIED AT GRADE LEVEL 18 OR ABOVE OF ANY EXECUTIVE
AGENCY, OR A PERSON ELECTED TO STATESIDE PUBLIC OFFICE. (O)(P) "OFFICIAL IN THE LEGISLATIVE BRANCH"
MEANS ANY MEMBER, MEMBER-ELECT, OR ANY EMPLOYEE WHO IS
CLASSIFIED OR SALARIED AT GRADE LEVEL 18 OR ABOVE OF THE
GENERAL ASSEMBLY, OR OF A COMMISSION ESTABLISHED BY THE
GENERAL ASSEMBLY OR EITHER HOUSE THEREOF. (P)(Q) "POLITICAL CONTRIBUTION" MEANS
CONTRIBUTIONS AS THAT TERM IS DEFINED IN SECTION 1-1 OF
ARTICLE 33 OF THE ANNOTATED CODE OF MARYLAND. (R)         "REGISTRANT" MEANS ANY PERSON REQUIRED TO REGISTER PURSUANT TO SECTION 8(A). 6. The previsions of this article SUBTITLE [shall] DO
not apply to: (a)    Persons performing professional services in
drafting bills or in advising and rendering opinions to
clients as to the construction and effect of proposed or
pending legislation where [such] THESE services do not
otherwise constitute activities as a [legislative agent]
LOBBYIST REGISTRANT. (b)    Persons appearing before a legislative
committee or the Legislative Policy Committee and any
committee or subcommittee thereof at the specific
invitation or request of the committee and who engage in
no further or other activities in connection with the
passage or defeat of legislation.
(c) Persons appearing only and solely on matters
pertaining to their official duties as duly elected or
