LAWS OF MARYLAND
[(1) "Legislative agent" means a person, who for
compensation received or to be received from an employer,
appears before the General Assembly and any committees,
subcommittees, or members thereof, or the Legislative
Policy Committee and any committee or subcommittee
thereof, during any calendar year to promote, advocate,
influence or oppose, directly or indirectly, any matter
pending before the General Assembly and any committees,
subcommittees, or members thereof, or the Legislative
Policy Committee and any committee or subcommittee
thereof.] (B) "LOBBYIST" MEANS ANY PERSON WHO: (1) PERSONALLY APPEARS BEFORE THE GENERAL ASSEMBLY, ANY COMMITTEE OR SUBCOMMITTEE OR MEMBER THEREOF; THE LEGISLATIVE POLICY COMMITTEE, ANY COMMITTEE OR SUBCOMMITTEE OR MEMBER THEREOF, OR THE GOVERNOR; AND (2) COMMUNICATES DIRECTLY OR SOLICITS OTHERS
TO COMMUNICATE WITH ANY OFFICIAL IN THE LEGISLATIVE BRANCH; AND (3) DOES SO WITH THE PURPOSE OF INFLUENCING ANY (I) LEGISLATIVE ACTION OR (II) GUBERNATORIAL SIGNATURE OR VETO OF PENDING LEGISLATION; AND (4) WHO IN CONNECTION WITH THE ANY OF THE ABOVE EITHER (I) RECEIVES $500 OR MORE, OR (II) EXPENDS $100 OR MORE OTHER THAN HIS PERSONAL TRAVEL OR SUBSISTENCE EXPENSES REGARDLESS OF WHETHER OR NOT SUCH PERSON RECEIVES REIMBURSEMENT FROM AN EMPLOYEE OR PRINCIPAL. (B)    "LOBBYIST" MEANS ANY PERSON WHO, WITHIN A REPORTING PERIOD, IN THE PRESENCE OF ANY OFFICIAL IN THE
LEGISLATIVE OR EXECUTIVE BRANCH, INCLUDING THE GOVERNOR,
HAS COMMUNICATED WITH THAT OFFICIAL WITH THE PURPOSE OF INFLUENCING ANY LEGISLATIVE ACTION AND WHO EITHER INCURS EXPENSES OF $100 OR MORE OR RECEIVES $500 OR MORE AS COMPENSATION, OTHER THAN THIS PERSONAL TRAVEL OR SUBSISTENCE EXPENSES OF THE PERSON OR REPRESENTATIVES OF THE PERSON, FOR THE PURPOSE OF INFLUENCING LEGISLATIVE ACTION. (C)          "LOBBYING" MEANS THE COMMUNICATIVE ACTS PERFORMED UNDER SUBSECTION (B) PERFORMING OF ANY ACT REQUIRING REGISTRATION. (D)    "EXECUTIVE BRANCH LOBBYIST" MEANS ANY PERSON
WHO EXPENDS A CUMULATIVE VALUE OF $75 OR MORE DURING A
REPORTING PERIOD ON AN OFFICIAL IN THE EXECUTIVE BRANCH
FOR MEALS, BEVERAGES, SPECIAL EVENTS OR GIFTS IN
CONNECTION WITH OR WITH THE PURPOSE OF INFLUENCING
EXECUTIVE BRANCH ACTIVITY. [(2)] (E) "Compensation" means any money or thing
of value received or to be received by one acting as a
[legislative agent] LOBBYIST REGISTRANT from an employer,
