AN ACT concerning
State Contracts - Competitive Award
FOR the purpose of requiring that , with certain
exceptions, certain State purchase and construction
contracts exceeding certain values be awarded on a
competitive basis subject to certain conditions;
requiring the execution of certain
truth—in-negotiation certificates; prohibiting
certain cost—plus contracts; prohibiting the use of
contingent fees in securing State contracts;
providing for certain criminal penalties; providing
for the prospective application of these provisions;
generally relating to competitive award of State
contracts; and correcting certain obsolete
references and making other style changes.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 231G(a) of Article 41 -
Governor-Executive and Administrative Departments, of the
Annotated Code of Maryland (1971 Replacement Volume and
1976 Supplement) be and it is hereby repealed and
reenacted, with amendments, to read as follows:

231G.
(a) Every department, board, commission, bureau,
division, institution and agency of this State,
hereinafter called the using authorities, shall purchase
all materials, supplies and equipment, through or with
