3388                                    LAWS OF MARYLAND                           Ch. 880 shall be preferred. [All employees appointed under the
provisions of this subsection are employees of the
Commission and not of the State, and shall not receive
any compensation and benefits of any kind from the
State. ] 57. [(a) It is the intent of the General Assembly that
the Maryland Veterans' Home Commission shall not receive
any State appropriations. (b)] As a condition of admission to the home, any
veterans seeking to reside at the home shall pay over to
the home any sums received from the federal government as
pension, disability payments, and similar amounts, and
including social security payments in order to defray part of the cost of the veteran's maintenance. However, each veteran shall be permitted always to retain for his own use not more than $75 a month from any amounts received by the veteran. THE COMMISSION MAY CHARGE A RESIDENT OF THE HOME A REASONABLE RESIDENCE FEE. ANY FEE
WHICH IS CHARGED SHALL BE BASED ON THE RESIDENT'S ABILITY
TO PAY THE FEE. HOWEVER, A RESIDENCE FEE MAY NOT EXCEED
THE HOME'S ACTUAL COST OF MAINTAINING THE RESIDENT AND ANY FEE WHICH IS CHARGED MOST LEAVE THE RESIDENT WITH SUFFICIENT MONEY FOR HIS OWN NECESSARY AND INCIDENTAL
EXPENSES. 59. THE STATE HAS NO OBLIGATION TO PROVIDE EITHER
CAPITAL OR OPERATING FUNDS, BUT PAY PROVIDE FOR FUNDS IN
THE STATE BUDGET OR SUPPLEMENTAL APPROPRIATIONS FOR THE
PURPOSES AND OBJECTIVES OF THE COMMISSION. The
Commission may receive, manage, expend, and dispose of
grants, moneys, and properties from the federal
government, STATE GOVERNMENT or the political
subdivisions of the State.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977. Approved May 26, 1977.
