Preamble
On June 23, 1976, the Director of the National
Institutes of Health issued guidelines that govern the
conduct of NIH supported research on recombinant DNA
molecules. The guidelines have since been made
compulsory for researchers getting receiving funds from
any federal agency. But a scientific laboratory that
does not receive a federal grant need not comply with NIH
guidelines. There are thus many research laboratories
conducting this very volatile research, under no
compulsion to meet even the most minimal safety
standards. It is recommended that federal facilities
situated in the State, where recombinant DNA research is
conducted, register their projects with the Secretary.
It is therefore, the intent of this legislation to
ensure that experimental DNA recombination will have no
ill effects on those engaged in the research, on the
general public, or on the environment.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Sections 892 through 901 904,
inclusive, to be under the new subtitle "Recombinant DNA
Research" be and they are hereby added to Article 43 -
Health, of the Annotated Code of Maryland (1971
Replacement Volume and 1976 Supplement) to read as
follows:
