(C)   CREATION OF ADVISORY UNITS. THE SECRETARY MAY CREATE AND DETERMINE THE SIZE OF
ANY ADVISORY UNIT FOR THE DEPARTMENT AS HE CONSIDERS
APPROPRIATE. REVISOR'S NOTE: This subsection presently appears as
Art. 41, §208 (c). The present introductory phrase "{i}n addition
to the Maryland Transportation Commission" is
deleted as superfluous; the present phrase "in
his discretion" also is deleted as unnecessary
in light of the term "may" and the phrase "as
he considers appropriate". The only other changes are in style. As to use of the term "unit", see revisor's
note to § 2—102 of this subtitle. (D)   SEAL. THE OFFICE OF THE SECRETARY SHALL HAVE A SEAL TO
AUTHENTICATE COPIES OF RECORDS OR PAPERS OF THE
DEPARTMENT. REVISOR'S NOTE: This subsection presently appears as
Art. 41, §208(n). The present reference to records or papers "in
his office" is deleted because "office" is an
ambiguous concept that could be interpreted to
mean only the office of the Secretary or,
alternatively, the Department in general.
Consequently, the phrase "of the Department"
is substituted because the probable
legislative intent is that the seal be used to
authenticate all official Departmental
documents and papers. As revised, the
subsection conforms to the similar provisions
appearing in Ag §2-103(d). The only other changes are in style. (E)   PLANNING RESPONSIBILITY. THE SECRETARY IS RESPONSIBLE FOR ALL PLANNING
ACTIVITIES OF THE DEPARTMENT AND FOR THE DEVELOPMENT AND
MAINTENANCE OF A CONTINUING, COMPREHENSIVE, AND
INTEGRATED TRANSPORTATION PLANNING PROCESS. THE
SECRETARY SHALL DEVELOP AND, WITH THE APPROVAL OF THE
GOVERNOR, ADOPT A STATE MASTER PLAN FOR TRANSPORTATION TO
GUIDE PROGRAM DEVELOPMENT AND TO FOSTER EFFICIENT AND
ECONOMICAL TRANSPORTATION SERVICES THROUGHOUT THIS STATE. REVISOR'S NOTE: This subsection presently appears as
Art. 41, §208(f).
