(4) IN HARFORD COUNTY THERE IS ESTABLISHED A
"CLASS B-3 RESTAURANT/HOTEL LICENSE," WHICH MAY BE ISSUED
BY THE LIQUOR CONTROL BOARD TO A LICENSEE WHO HAS BEEN
OPERATING HIS BUSINESS ESTABLISHMENT UNDER THE CLASS B
BEER, WINE AND LIQUOR LICENSE FOR ONE YEAR PRIOR TO THE
APPLICATION FOR THIS LICENSE AND WHO IS, IN THE JUDGMENT OF THE BOARD, EQUIPPED AND STOCKED FOR THE CONTINUED REGULAR SALE OF FOOD TO CUSTOMERS AND GUESTS AND DOES AT LEAST 25 PERCENT OF HIS BUSINESS IN THE SALE OF FOOD. THE COST OF A SIX-DAY, MONDAY THROUGH SATURDAY, LICENSE
IS $2,000 FOR A RESTAURANT AND $2,500 FOR A HOTEL. THE COST OF A SEVEN-DAY LICENSE IS $2,375 FOR A RESTAURANT AND $2,875 FOR A HOTEL. [(4)](5) The restaurant or hotels may
purchase the liquor or spirituous beverages sold by them
from the Harford County liquor control board, and shall
be charged the retail price of the liquor control board.
But the restaurant or hotel may purchase liquor or
spirituous beverages from other licensed suppliers. This
subsection may not be construed to limit the powers of
the liquor control board to control the number of
licensees under § 42 and §184 of this article. This
subsection may not contravene the provisions of §§ 56, 57 and 99 of this article, as THE several sections may be amended from time to time. 20. (h-2) In Harford County [there is authorized to be
issued a license to be known as], THE LIQUOR BOARD MAY
ISSUE a SIX DAY, MONDAY THROUGH SATURDAY, "club and
organization license" covering "on—sales" of beer, wine
and liquor to the members and the guests of [such] THESE
clubs and organizations. The annual fee for [such] A SIX
DAY license [shall be] IS $350 annually for a club with
from 50 to 99 bona fide dues-paying members, $600
annually for a club with from 100 to 250 such members,
$850 annually for a club with from 251 to 450 such
members, and $1,000 annually for a club with 451 or more
such members. The license fee shall be established on
the maximum number of dues—paying members during the
calendar year immediately preceding the application for a
license. Any club or organization (as] described
[herein] IN THIS SUBSECTION [shall be] IS entitled to the
issuance of a [special Sunday] SEVEN DAY license upon
payment of an additional fee of [one hundred dollars
($100.00) ] $100. [Such] THE license shall be issued only
to the following clubs and organizations: (i) A bona fide nationally chartered
nonprofit organization or club which has been
incorporated for a period of not fewer than five years
immediately prior to the filing of the application,
composed solely of members who served in the armed forces
of the United States in any war in which the United
States was engaged, which organization or club operates
