and testimony, and cause the deposition of witnesses,
residing either within or without the State, to be taken
in the manner prescribed by law or rule of procedure for
taking depositions in civil actions. If any person fails
to comply with a subpoena issued by the Legislative
Policy Committee, or any standing committee as permitted
by this section, or if any witness fails to testify on
any matters on which the person may be lawfully
interrogated, the circuit court of any county, or an
appropriate court of the Supreme Bench of Baltimore City,
on application of a member of the committee, shall compel
obedience by proceedings for contempt. False swearing
by any witness before the Legislative Policy Committee or
any standing committee constitutes and is punishable as
perjury.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.

CHAPTER 781
(House Bill 583)
AN ACT concerning
Program Open Space - Allocations for Fiscal Year 1978
FOR the purpose of designating Program Open Space
projects which are to be funded under the Outdoor
Recreation Land Loan of 1969 during the fiscal year
1978; resolving any possible doubts about the
validity and effectiveness of such designation which
might arise from a conclusion that such designation
is an appropriation of State debt requiring in the
same measure a provision for collection of an annual
tax or taxes to provide for principal and interest
payments on that debt; providing for use of Federal
Land and Water Conservation Funds by the Department
of Natural Resources and local governing bodies to
supplement State natural resources land acquisition
and development programs; and relating generally to
the provisions of the Outdoor Recreation Land Loan
of 1969.
By repealing and reenacting, without amendment,
Chapter 403 of the Acts of 1969
Sections 6 and 7
(As amended by Chapter 4 of the Acts of the Special
Session of December 16, 1969; and as repealed and
reenacted without change by Chapter 702 of the Acts
of 1970; Chapter 730 of the Acts of 1971; Chapter
