to audits covering fiscal and calendar years ending
subsequent to July 1, 1977. The audit by the Legislative
Auditor shall not be duplicated by any other independent
audit, and when the legislative audit is performed, the
agency being audited is relieved of the need for an
additional independent audit.

SECTION 13. AND BE IT FURTHER ENACTED, That this
Act shall take effect July 1, 1977.

AN ACT concerning
General Assembly - Oaths Investigative Powers
FOR the purpose of permitting oaths to be administered to
persons by certain governing bodies of the General
Assembly to administer oaths, issue subpoenas, take
testimony, and compel the attendance of witnesses
and the production of evidence; and providing for a
certain enforcement procedure in the event of
noncompliance.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 30 of Article 40 - General
Assembly, of the Annotated Code of Maryland (197 1
Replacement Volume and 1976 Supplement) be and it is
hereby repealed and reenacted, with amendments, to read
as follows:
Article 40 - General Assembly
30.
In the discharge of any of its functions or powers,
the Legislative Policy Committee, or any of the standing
committees [functioning when] OF the General Assembly [is
not in session], subject to the prior approval of the
Legislative Policy Committee], may administer oaths,
issue subpoenas, compel the attendance of witnesses and
the production of any papers, books, accounts, documents
