against a motor carrier for operation of the vehicle so
registered and reports of mileage may not be required
with respect to the vehicle so registered.
425.
(b) Nothing in this subtitle [shall apply] APPLIES
to any commercial vehicle or vehicles being road tested
for sale by a dealer [registered] LICENSED in Maryland,
provided the vehicle displays [motor vehicle dealer's]
DEALERS' registration plates issued by the [department of
motor vehicles] MOTOR VEHICLE ADMINISTRATION.
429.
Any motor carrier who violates the provisions of §§
422 or 423 of this subtitle shall be guilty of a
misdemeanor and shall have the right to demand and
receive a [summons in the same manner] CITATION as [is]
provided in [Article 66 1/2, § 16-109 of the Annotated
Code of Maryland] TITLE 26 OF THE TRANSPORTATION ARTICLE
and upon conviction thereof shall be fined not less than
$20.00 nor more than $200.00 for each such offense. [Any
fine imposed under this section shall be collected
pursuant to the provisions of Article 26, § 155; however,
if the fine is imposed by the circuit court of any county
or the Criminal Court of Baltimore, as the case may be,
the fine when collected shall be accountable to the Motor
Vehicle Administration as provided for in Article 66 1/2
of the Annotated Code of Maryland, as amended from time
to time.]
SECTION 21. AND BE IT FURTHER ENACTED, That
Sections 2(g), 8 and 28(a) of Article 88B - State Police,
of the Annotated Code of Maryland (1969 Replacement
Volume and 19 76 Supplement) be and they are hereby
repealed and reenacted, with amendments, to read as
follows:

(g) "Motor vehicle" means a motor vehicle as
defined in [Article 66 1/2 of this Code] THE MARYLAND
VEHICLE LAW.

The Department shall collect, analyze, and
disseminate information relative to the occurrence of
motor vehicle accidents within the State. The
[Department of Motor Vehicles, the State Roads
Commission] MOTOR VEHICLE ADMINISTRATION, THE STATE
HIGHWAY ADMINISTRATION, the Department of Postmortem
Examiners, commissions concerned with highway safety, and
all law enforcement agencies of the State shall furnish
information relative to such accidents at such times and
