driving license suspended or revoked, and the Fund shall
reclassify the rate of risk of the spouse or family
member for premium purposes.

(e) "Qualified person" means a resident of this
State or the owner of a motor vehicle registered in this
State or a resident of another state, territory, or
federal district of the United States or province of the
Dominion of Canada, or foreign country, in which recourse
is afforded to residents of this State, of substantially
similar character to that provided for by this subtitle,
but it shall not include: (1) any automobile collision
insurance carrier or other insurer seeking by way of
subrogation any recovery for amounts paid for damages to
motor vehicles, other real or personal property or
injuries to persons under any insurance coverages that
may be valid, including but not limited to collision,
fire, theft, medical payments, or uninsured motorist
coverages; or (2) any holder of a certificate of
self—insurance under this article; or (3) an insured
under a policy provision providing coverage for damages
sustained by the insured as a result of the operation of
an uninsured motor vehicle in a form authorized to be
included in automobile liability policies of insurance
delivered or issued for delivery in the State. A vehicle
bearing temporary registration plates issued [pursuant to
§ 3—602 of Article 66 1/2 shall not be deemed to be]
UNDER PART I OF TITLE 13, SUBTITLE 6 OF THE
TRANSPORTATION ARTICLE IS NOT, for the purposes of this
section, a motor vehicle registered in this State, if the
owner of the vehicle is a nonresident of the State of
Maryland.
(f) "Uninsured motor vehicle" means a motor vehicle
as to which there is not in force security meeting the
requirements of [§ 7-101 of Article 66 1/2] TITLE 17 OF
THE TRANSPORTATION ARTICLE; and a motor vehicle as to
which there is in force a liability policy meeting the
requirements of [said § 7-101] THAT TITLE where a
receiver or conservator has been appointed by a court of
competent jurisdiction for the insurance company issuing
said liability policy.

Workmen's compensation policies shall be subject to
the provisions of Article 101, and motor vehicle
liability policies shall he subject to the provisions of
[Article 66 1/2] THE MARYLAND VEHICLE LAW, in addition to
any requirement of this article, and to the extent not
inconsistent with this article.

(a) Nothing in this subtitle [shall be deemed to
affect] AFFECTS or [limit] LIMITS the provisions of [§
