CARRIER FOR THE JOINT USE OF PROPERTY OR RIGHTS. REVISOR'S NOTE: This subsection presently appears as

SERVICES. THE ADMINISTRATION MAY CONTRACT FOR PLANNING,
ENGINEERING, AND TECHNICAL SERVICES AND MAY CONTRACT FOR
OR EMPLOY CONSULTANTS, ENGINEERS, ATTORNEYS, AND OTHER
PROFESSIONAL, PLANNING, ENGINEERING, AND TECHNICAL

services. (I) OTHER POWERS. SUBJECT TO THE LIMITATIONS IMPOSED BY THIS TITLE, THE ADMINISTRATION MAY EXERCISE ALL POWERS REASONABLY NECESSARY TO THE DECLARED OBJECTS AND PURPOSE OF THIS
TITLE. 7-205. RESERVED. 7-206. PERSONNEL. (A)   IN GENERAL. WITHOUT REGARD TO THE LAWS OF THIS STATE RELATING TO
OTHER STATE EMPLOYEES, THE ADMINISTRATION MAY: (1)   CREATE AND ABOLISH ANY POSITION OTHER
THAN ONE SPECIFICALLY PROVIDED FOR IN THIS TITLE; AND (2)   DETERMINE THE QUALIFICATION, APPOINTMENT,
REMOVAL, TERM, TENURE, AND COMPENSATION OF ITS EMPLOYEES. (B)   PERSONNEL SYSTEM; PENSION AND RETIREMENT PLANS. (1) THE ADMINISTRATION MAY ESTABLISH A
PERSONNEL SYSTEM BASED ON MERIT AND FITNESS.
