THE ADMINISTRATION MAY EXERCISE ALL POWERS REASONABLY
NECESSARY TO THE DECLARED OBJECTS AND PURPOSE OF THIS
TITLE.
7-205. RESERVED.
7-206. PERSONNEL.
(A) IN GENERAL.
WITHOUT REGARD TO THE LAWS OF THIS STATE RELATING TO
OTHER STATE EMPLOYEES, THE ADMINISTRATION MAY:
(1) CREATE AND ABOLISH ANY POSITION OTHER
THAN ONE SPECIFICALLY PROVIDED FOR IN THIS TITLE; AND
(2) DETERMINE THE QUALIFICATION, APPOINTMENT,
REMOVAL, TERM, TENURE, AND COMPENSATION OF ITS EMPLOYEES.
(B) PERSONNEL SYSTEM; PENSION AND RETIREMENT PLANS.
(1) THE ADMINISTRATION MAY ESTABLISH A
PERSONNEL SYSTEM BASED ON MERIT AND FITNESS.
