MARVIN MANDEL, Governor                           3053 shall be imposed as additional cost, in the case, in
addition to any other costs required to be imposed by
law, the sum of [five dollars ($5) ] $5. All such sums
shall be paid over to the Comptroller of the State to be
deposited in the general funds of the State. Under no
condition shall a political subdivision be held liable
for the payment of this sum of [five dollars ($5)] $5.
"Crime" as used in this section does not include
violations of [Article 66 1/2 (Meter Vehicles), or] THE
MARYLAND VEHICLE LAW, VIOLATIONS OF the Agriculture or
Natural Resources articles of this Code, or violations of
State or local building, health, and sanitation codes. SECTION 8. AND BE IT FURTHER ENACTED, That Sections
36B(b), 233, 297(g) and (w) , 469(a) and (b), 594B(h),
717, 721, 722, 723, 724, and 726, and 743(e) of Article
27 - Crimes and Punishments, of the Annotated Code of
Maryland (1976 Replacement Volume and 1976 Supplement)
be and they are hereby repealed and reenacted, with
amendments, to read as follows: Article 27 - Crimes and Punishments 36F. (b) The term "vehicle" as used in this subheading
shall include any motor vehicle, as defined in [Article
66 1/2, § 1-149 of the Annotated Code of Maryland] TITLE
11 OF THE TRANSPORTATION ARTICLE, trains, aircraft, and
vessels. 233. Any person, copartnership or corporation, or any
member, officer, agent or employee of any copartnership
or corporation, who shall violate any provision of this
subtitle, shall have the right to demand and receive a
[summons in the same manner] CITATION as [is] provided in
[Article 66 1/2, § 16-109 of the Annotated Code of
Maryland] TITLE 26 OF THE TRANSPORTATION ARTICLE and be
guilty of a misdemeanor and, upon conviction thereof,
shall be punishable by a fine of not more than [five
thousand dollars ($5,000.00)] $5,000, or by imprisonment
for not more than [six (6) ] 6 months, or by both such
fine and imprisonment. In addition, the Comptroller of
the Treasury may suspend or revoke any license or
registration required under Article 56 to make sales of
motor vehicle fuels and heating oils, for a period not to
exceed [thirty (30)] 30 days. 297. (g) Upon the seizure of a motor vehicle and the
recommendation for forfeiture, the State's attorney for
the county or City of Baltimore where the seizure is made
shall notify the MOTOR VEHICLE Administrator [of Motor
Vehicles] by certified mail of the seizure and of the
motor or [serial] VEHICLE IDENTIFICATION number of the
