SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 19(m)(1) and (4), 20(h-1), and
21(f-1) 21(f-1), and 161(a-1) of Article 2B - Alcoholic
Beverages, of the Annotated Code of Maryland (1976
Replacement Volume and 1976 Supplement) be and they are
hereby repealed and reenacted, with amendments; that new
Section 21(f—2) be and it is hereby added to Article 2B -
Alcoholic Beverages, of the Annotated Code of Maryland
(1976 Replacement Volume and 1976 Supplement), to read
as follows:
Article 2B - Alcoholic Beverages
19.
(m) (1) In Garrett County the annual fee for
this license is [$800]$1,250 for a restaurant.
(4) Provided, that a restaurant or hotels
shall purchase the liquor or wines sold by them from the
Garrett County liquor control board, and shall be charged
the invoice price of the liquor control board plus
freight charges on it [and plus 20 percent of an
aggregate invoice price and freight charges from time to
time].

(h—1) In Garrett County the liquor control board is
authorized to issue a license to be known as a "club and
organization license" covering "on-sale" of beer, wine,
and liquor to the members and the guests of such clubs
and organizations in Garrett County. The annual fee for
[such] THIS license [shall be eight hundred dollars
($800.00)] IS $1,250. [Such] THE license shall be
issued only to the following clubs and organizations:
(i) A bona fide nationally chartered nonprofit
