[and/or], FEES, room and board and [mandatory fees
required to be paid to the institution at any of the
eligible institutions] OTHER EDUCATIONALLY RELATED
EXPENSES AS DEFINED BY THE MARYLAND STATE SCHOLARSHIP
BOARD, is to be granted in units of one hundred dollars
($100) for each year of the award, except that no
scholarship shall be less than two (2) units. No single
award to a recipient may exceed fifteen (15) units for
each year of the four years of undergraduate study, or a
total of sixty (60) units. The State Scholarship Board
shall determine the amount of scholarship aid to be
awarded to each candidate, basing its decision upon the
demonstrated need of the candidate.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.

Oysters - Export and Severance Tax
FOR the purpose of increasing the export and severance
taxes on certain oysters.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 4-1020 (b) and (c) of Article -
Natural Resources, of the Annotated Code of Maryland
(1974 Volume and 1976 Supplement) be and they are hereby
repealed and reenacted, with amendments, to read as
follows:

4-1020.
(b) A separate permit shall be obtained for
shipping each cargo, truckload, or other consignment of
oysters in the shell out of the State. An inspection tax
of [10] 15 cents per bushel shall be levied upon
marketable oyster shipped in the shell to any place
