761.
The Authority shall publish annually in at least one
(1) newspaper published in each of the counties of Anne
Arundel, Howard, Montgomery, and Prince George's a full
and true account of its receipts and disbursements.
Prior to publication of the account the account shall be
audited by a certified public accountant retained by the
Authority for the purpose of making the audit, who shall
certify the correctness of the public account. In
addition to the published account, the Authority shall
file with the county commissioners a certified copy of
such account.
762.
In addition to the powers and duties set out herein,
the board is authorized and empowered to acquire,
purchase land, establish, construct, equip and to do any
and all acts necessary for the benefit of the health
needs of the citizens of the area served by the
Authority, by establishing additional hospitals, nursing
homes, extended care facilities, general health
facilities, clinics and other medical centers or any
other facilities.
763.
Nothing herein contained within this subtitle shall
be construed to be a limitation upon the police powers of
the State of Maryland over the properties of the
Authority.
764.
Any property owned by the Authority, whether real,
personal or mixed, tangible or intangible, shall not be
subject to taxation by the State of Maryland, Prince
George's, Anne Arundel, Howard or Montgomery counties or
any municipalities or any of their instrumentalities or
agencies.
765.
The Authority corporation herein created shall not
be construed to be a municipal corporation pursuant to
Article 11E of the Maryland Constitution.
766.
If any section of this subtitle, or the application
thereof to any person or circumstance, is held invalid,
the remainder of the subtitle and the application of such
provision to persons or circumstances other than those to
which it is held invalid, shall not be affected thereby.
