AN ACT concerning
State Employees - Grievance Procedures
FOR the purpose of providing a procedure for the
presentation and adjudication of grievances for
State Employees, by means of which all State
employees of the executive branch of the State
government with certain exceptions may present
grievances; and relating generally to State employee
grievances.
BY adding to
Article 64A - Merit System
Section 52 through 55, inclusive, to be under the
new subtitle "State Employee Grievance
Procedures"

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Sections 52 through 55, inclusive, to
be under the new subtitle "State Employee Grievance
Procedures", be and they are hereby added to Article 64A
- Merit System, of the Annotated Code of Maryland (1972
Replacement Volume and 1976 Supplement) to read as
follows:
Article 64A — Merit System
STATE EMPLOYEE GRIEVANCE PROCEDURES
52.
(A) AS USED IN THIS SUBTITLE, THE FOLLOWING WORDS
HAVE THE MEANINGS INDICATED.
(B) "GRIEVANCE" MEANS ANY CAUSE OF COMPLAINT
UNLESS OTHERWISE PROVIDED FOR UNDER THIS ARTICLE ARISING
BETWEEN AN EMPLOYEE AND HIS EMPLOYER OVER THE
INTERPRETATION AND APPLICATION OF STATE EMPLOYEE
PERSONNEL RULES, REGULATIONS, POLICIES OR ANY OTHER
RULES, REGULATIONS OR POLICIES OVER WHICH MANAGEMENT HAS
CONTROL.
(C) "WORK DAY" MEANS ANY DAY FROM MONDAY THROUGH
FRIDAY, REGARDLESS OF WEEKEND WORK OR MIDWEEK DAYS OFF.
53.
(A) ANY EMPLOYEE OF THE STATE OF MARYLAND
CLASSIFIED OR UNCLASSIFIED, OF THE EXECUTIVE BRANCH OF
THE STATE GOVERNMENT, UNLESS EXCEPTED BY SUBSECTION (C)
OF THIS SECTION, MAY PRESENT ANY GRIEVANCE WHICH HE MAY
